The health infrastructure in Zimbabwe has deteriorated tremendously over the years due to the harsh economic operating environment. In view of the deteriorated health infrastructure and the need to cope with the increased demand for services the Global Fund (GF) has provided grants to support the country through the Ministry of Health and Child Care (MoHCC) to strengthen heath systems in Zimbabwe.

The UNDP Zimbabwe Country office is the Principal Recipient for the HIV IMP2 (2018 – 2020) grant and Fund Administrator for the Malaria and TB grants with the MOHCC as the Principal Recipient. Under these roles, as part of the Health systems strengthening, the Global Fund Program Management Unit (PMU) is currently implementing several infrastructure projects that require technical support.

Duties and Responsibilities

Given that the Global Fund HIV grant is implementing several?? infrastructure/civil works projects and provision of key equipment, the office now requires the services of an Engineer to lead, guide and monitor the implementation of the all infrastructure and Engineering related tasks.

Under the guidance and supervision of the GFATM PMU Project Manager, the National Engineer will act as a technical advisor in all aspects of the procurement of civil works and construction implementation for the Global Fund grants.

Currently the project is implementing the following projects which are at different stages of implementation. The engineer would be expected to provide technical support to the project:-

Construction of Medicines Control Authority of Zimbabwe (MCAZ) Microbiology laboratory and clean room installation
Construction of a Medical Warehouse in Mutare.
Renovation and Construction of Pharmarcy Stores in Health Facilities.
Construction of Low-cost boarding facilities for the AGYW programme
Construction of Porta cabins for One Stop Centers (OSCs)
Construction of Porta cabins for Centre for Sexual Health and HIV/AIDS Research (CeSHHAR) clinics at 4 border sites
Erection of security perimeter fence for CeSHHAR clinics at 4 border sites
Installation of water tanks at selected CeSHHAR clinics
Procurement and Installation Solar systems in health facilities (Solar for Health)
Rehabilitation of 5 X-ray rooms.
Handing over Masvingo Pharmacy warehouse
Scope of Work

The main general responsibilities of the Project Engineer shall be as follows:

Provide technical assistance to UNDP construction projects from planning, designing, procurement, contracting, implementation, supervision and monitoring.
Advise on the national legal requirements and procedures, international standards applicable to construction works.
Ensure that there is effective supervision, monitoring, implementation and certification of the projects to ensure that the projects are completed in a timely manner and within the budget as per UNDP guidelines.
Ensure that there are effective quality control measures in place for the implementation and monitoring of the projects and that the contractors comply with all the technical specifications and UNDP requirements
Supervise; Monitor and evaluate the performance of contractors working on various work packages by measuring, assessing and appraising the works.
Ensure that all the technical inputs and cost estimates of construction projects and budgets are accurate and provided in a timely manner
Support the PSM in all tender processes for the procurement of contractors and professional consultancy services including development of TORs, participating in evaluation and responding to bidder?? and procurement approving authority queries.
Identify and manage risks and ensure that timely corrective actions are undertaken to ensure maximum benefit to the client and other stakeholders.
Certify disbursement of funds for construction projects, monitor and submit financial status of projects to the senior management. Take responsibility for the overall progress of the projects and prudent management of resources in each of the Work Packages assigned.
Work with all relevant stakeholder including but not limited to MOHCC, Ministry of Local Government Public Works & National Housing (MoLGPWNH), Rural District Councils, Municipal Authorities, City Authorities, World Food Programme (WFP), National AIDS Council (NAC), MCAZ, and NatPharm ?to ensure that all projects are delivered in time and are in compliance with National? regulations? rules.

Monthly progress reports on the status of each of the ongoing construction.
Develop specifications/TORs for projects that require civil works.
Coordinate/draft the Technical drawings for structures to be constructed.
Coordinate the approval of Technical drawings by the responsible authorities and the filing of the same.
Arrange site visits for assessments, site handover site meeting and stage certifications.
Measurement and Certification of works done for the constructions under consultant supervision
Coordinate certification by Ministry of Local Government Public Works and National Housing and handover of completed sites to beneficiaries.
Monitor the construction budget to ensure that any variations do not exceed the budget allowed in the contract.
Provide supervision of project work progress and quality for on-time project delivery.
Monitor contractor presence on the project site, measuring and assessing the work accomplishment as per the scope of work, Bill of Quantities (BOQ) and signed contract. Coordinate the training of the end users of the infrastructure and ensure simplified preventive user manuals are in place.

Institutional Arrangement

In terms of the project governance, the client is the Government of Zimbabwe through the Ministry of Health and Child Care. Funding is from the Global Fund through UNDP Zimbabwe as the Principal Recipient (PR). Other actors are the Ministry of Local Government Public Works and National Housing, and the Local Authorities and City Councils.

The consultant will work directly under the supervision of the Project Manager

Evaluation Criteria

The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically, and points are attributed based on how well the proposal meets the requirements of the TORs using the guidelines detailed in the table below.

Qualifications

A Bachelor’s degree in Civil/structural Engineering, Quantity Surveying, Architecture or related field is required. 5%
Project management experience is required, and certification will be an added advantage. 3%
AutoCAD certification is desirable 2%
Work Experience

A minimum of 5 years of demonstrable experience, related to the project requirements, in civil engineering construction management is required. A combination of diploma with an additional 5 years of relevant work experience may be accepted in lieu of the education requirements outlined above. 10%
Excellent analytical skills and sectoral expertise relevant to construction issues. 5%
Some experience in the UN system organizations and/or a developing country is desirable.5%
Skills and demonstrated track record in effective training and mentoring of professional technical staff; 10%
