Contract: One year with possibility of extension depending on availability of funding and performance

Role overview
Leading and coordinating Communications, Monitoring, Evaluation and Learning (CMEL), thus enabling MeDRA to be more visible externally and measure progress and impact of its initiatives.

Duties And Responsibilities

The CMEL Officer will have the following duties and responsibilities
Develop and implement an effective communication strategy to ensure the organisation reaches its key audience; Produce organisation’s promotional materials eg brochures, fliers and newsletters; Develop and maintain an up-to-date database of journalists and media organisations, respond to media enquiries on deadline and build dialogue with media organisations;

Drafting press releases and briefs, news announcements, blog posts and other internal and external program communications; Build the capacity of other staff members to adequately meet the branding and communication needs for MeDRA publicity and communication purposes; Developing and maintaining MeDRA’s website to ensure growth of audience and engagement; Manage and develop innovative and strategic cutting edge social media content and campaigns, grow MeDRA’s audience on Facebook, Twitter and other relevant existing and emerging platforms.

Provide monitoring and collate analytics to streamline performance; Assist in conducting awareness raising campaigns, events, exhibitions etc for target groups; Travel to field locations as needed to support program teams and develop communications materials on important events; Develop monitoring and impact indicator for the project success; evaluate overall progress on achievement of results and monitor the sustainability of the project’s results; Develop and implement a robust monitoring and evaluation system that will ensure tracking of projects results at different levels; Assist the project personnel to develop/refine and implement a suite of monitoring tools; Collection of relevant and appropriate qualitative and quantitative data needed for effective MEL system which will be utilised in monitoring strengths, weaknesses, and gaps in projects and for reporting on donors; Capacity build and support team members in gathering, tracking and reporting data; Undertaking qualitative and quantitative data analysis; Support the development of programmatic reports, in accordance with donor guidelines and formats; Support in setting-up and maintaining MeDRA’s knowledge management system; Monitor all project activities, expenditures and progress towards achieving the project output and recommend further improvement of the logical framework; Support programmes team in extracting lessons learnt and good practices and documenting case studies and success stories which demonstrate qualitative and quantitative changes; Organise reflection and learning meetings; Participate in coordination meetings as requested; Perform other duties as required.

Qualifications And Experience

Skills, qualifications and experience
A Bachelor’s degree in communications, social sciences, development studies/economics, marketing, monitoring and evaluation, Statistics, Demography, Population Studies; A minimum of 5 years’ experience and progressive responsibility working with donors; Excellent communications and writing skills – able to express complex information in a simple and succinct manner in English; Experience of developing performance indicators; conducting routine monitoring of data for donor-funded projects; and conducting participatory or impact evaluations; Experience in statistical analysis and narrative report writing, findings and recommendations in assessment or evaluations; Experience of development of communication, MEL strategies; Strong proficiency in MS Office suite (Word, Excel, Outlook, PowerPoint) with ability to analyze and interpret data using Excel, or statistical packages eg SPSS, Excel, Epi Info, SMART, STAT 01; Ability to coordinate well with personnel within and outside the project, meet deadlines and work with minimal supervision; Excellent relationship management skills and experience working with people in different contexts; Self-starter with initiative and confidence to lead in their designated field – can work independently and prioritize own work load; Experience working in livelihoods; WASH, emergency response and governance programmes; Keep abreast of new approaches and tools on MEL trends, Communications and current debates around development effectiveness; research and evaluation methodologies

Abilities
Clean class 4 driver’s licence a must; Excellent communication skills; Spoken and written fluency in English, Ukrainian and Russian; Ability to travel domestically for program work; Ability to perform essential job functions timely and professionally; Ability to communicate with a variety of personalities in a tactful and professional manner
