The MINTER exists to ensure internal security, a stable and peaceful environment for sustainable national development through the initiation, formulation, monitoring and evaluation of policies, regulations and programmes relating to the protection of life and property; disaster prevention and mitigation; immigration, crime control, prevention and detection; safe custody, reformation and rehabilitation of prisoners.

The Ministry of the Interior (MINTER) is mandated to ensure  internal security, maintenance of law  and order in the country.  The mandate of the Ministry of the Interior and its Agencies is guided by the 1992 Constitution of Ghana. The Ministry is further guided by the Civil Service Act, 1993 (PNDCL 327) and other relevant enactments.

“A Ministry shall:

  • Initiate and formulate policies, taking into account the needs and aspirations of the people;
  • Undertake development planning in consultation with the National Development Planning Commission; and
  • Co-ordinate, monitor and evaluate the efficiency and effectiveness of the performance of the Sector”

Based on the above framework the Ministry of the Interior performs the following specific functions:

  • Initiate and formulate internal security policies taking into account the needs and aspirations of the people.
  • Coordinate, monitor and evaluate the efficiency and effectiveness of the performance of the sector.
  • Develop and periodically review appropriate regulations, standards and guidelines to control and ensure effective performance of the sector.
  • Promote the use of modern management practices, systems and procedures to ensure effective performance of the sector.
  • Promote innovation and Information Technology and information systems application, and e-service platforms.
  • Undertake research and development, training and capacity building to enhance the performance of the sector.
  • Develop effective resource mobilization strategies and schemes to support the operations of the sector.
  • Build and maintain effective networks and collaborations with international and local stakeholders, MDAs/MMDAs to support and enhance the performance of the sector.
  • Develop and establish a framework for the assessment, adoption, ratification, and application of international protocols, conventions, treaties, charters etc relevant to the sector.
  • Provide strategic policy and regulatory support to the operations of the sector.
  • Promote Ghana as a secure, peaceful and investor friendly nation.
