Ghana Statistical Service Opens Recruitment For 2021

In accordance with the objectives of Ghana Statistical Service (GSS) – provision of quality,
relevant, accurate and timely statistical information for the purpose of national development -as stipulated in Clause 3 of the Statistical Service Act, 2019 (Act 1003), and oversight of capacity building in the statistical ecosystem, GSS routinely engages data collection personnel in the discharge of its duties. The engagement of field staff is preceded by trainings aimed at equipping trainees with the knowledge, understanding and application of the instruments for data collection. Due to the recurrence of this activity in the conduct of national censuses and surveys, GSS has resolved to certify trainers to engender the following: continuous learning, retraining and coaching; a three-way (GSS, field staff and respondents) trust building; equitable distribution of trainers across localities and enumeration areas; creation of a a pool of trainers to be used by all data collection institutions; and institute a career development path for trainers.

We are recruiting to fill the following positions below:

Job Title: Principal Research Officer

DUTIES/RESPONSIBILITIES

in line with the mission and objectives of the Service to contribute to public policy discourse the key responsibilities of the successful applicants will include but not united to the following:

TECHNICAL

  • Perform professional-level analytical work in a variety of assignments in support of the work of the Data Scientists and assists the Service with project research proposal conceptualization and writing, analysis, and reporting responsibilities.
  • Undertake strategic thinking to translate ideas and concepts from research and/or practice/policy into concrete actions and plans and anticipate long-term challenges and trends to develop appropriate strategies.
  • Collect, compile, analyze, and report data, applying models and statistical techniques to explain economic phenomena, and forecast trends or patterns that could guide future decisions on important national matters and provide policy advice.
  • Develop policy briefs that clearly articulate policy recommendations and their implications.
  • Analyse data available from MDAs/stakeholders through research market, industry trends and patterns and provide reports on findings for future research projects.
  • Formulate recommendations, policies or plans to solve research challenges and work closely with the statistical directorates in GSS in developing and updating statistical and economic models for the National Statistical System surveillance work.
  • Implement tests of processes, policies, protocols and identify and understand problems through forecasting, gap analysis, quantitative reporting, research, and statistical analysis.
  • Identify consultancy services in the area of statistics, map production social and economic production for the Service.
  • Identify business risk and development opportunities and undertake research on new or emerging areas of clients for statistical production.

QUALIFICATIONS

  • A minimum of a master’s degree from an accredited tertiary institution in Statistics, Economics, Mathematics, Data Science, Demography/Population Studies, Sociology and other relevant subject qualification or areas.
  • Must have a relevant advanced professional level A minimum of 3 years post qualification relevant work experience as a supervisor in a reputable statistical/research institution.

TERMS OF APPOINTMENT

The appointment is for an initial four (4) years, renewable upon satisfactory performance. Applicants must be eligible and capable of serving a full term of four (4) years before attaining the compulsory retiring age of 60 years.

Job Title: Assistant Chief Statistician

DUTIES/RESPONSIBILITIES

In line with the mission and objectives of the Service, the successful applicant will be responsible for supporting activities in the area of Data Science, with a specific focus on key responsibilities, including, but not limited, to the following:

TECHNICAL

  • Oversee projects using a variety of different data sources and data science techniques, including analysis of large, granular, unstructured datasets from other government departments, interactive visualizations to improve the dissemination of GSS data, and automation to improve the efficiency of the operations of the National Statistical System (NSS).
  • Design data modeling processes to create algorithms and predictive models and perform custom analysis, manipulate large datasets and use them to identify trends and reach meaningful conclusions to inform strategic decision-making.
  • Provide technical oversight and quality assurance of GSS data science projects to ensure that they meet customers’ expectations and are delivered in line with technical and analytical standards from across the data science community.

QUALIFICATIONS

  • A minimum of a master’s degree from an accredited tertiary institution in Statistics, Economics, Data Science and other relevant quantitative fields.
  • Must have a relevant advanced professional level qualification or industry skill-based certification(s). A minimum of 5 years post qualification relevant work experience, 4 years, of which must be in a management position in a reputable statistical or research institution.

COMPETENCIES/SKILLS

  • Experience in data mining and understanding of machine learning and operational research.
  • Knowledge of STATA, R, SQL, and Python; familiarity with Scala, Java or C++ and experience in using business intelligence tools (e.g. Tableau) and data frameworks (e.g. Hadoop).
  • Must be effective at working in a team, communicating, seeking and giving advice, sharing knowledge, and building collective capability.

TERMS OF APPOINTMENT

Job Title: Principal Statistician

DUTIES/RESPONSIBILITIES

In line with the mission and objectives of the Service, the successful applicant will be responsible for supporting activities in the area of Data Science with a specific focus on key responsibilities, including, but not limited to, the following;

TECHNICAL

  • Extract, manage and structure data into an interoperable format to harness wider use.
  • Clean and validate data to ensure accuracy, completeness, uniformity and apply modules and algorithms to mine the stores of big data
  • Analyse and interpret data using diverse and multi-equation statistical and econometric techniques that are underscored by theory.
  • Develop reproducible pipelines for the regular headline statistics (Gross Domestic Product, Prices Indices, Unemployment and Poverty) generated by the Service.
  • Explore new types of data, developing prototypes and delivering proof of concept projects.
  • Develop or adhere to appropriate quality assurance processes and contribute to best practice guidelines to ensure that data science deliverables are of good quality and meets the expectations of users.

QUALIFICATIONS

  • A minimum of a master’s degree from an accredited tertiary institution in Statistics, Economics, Data Science and other relevant quantitative fields, Must have a relevant advanced professional level qualification or industry skill-based certification(s).
  • A minimum of 3 years post-master’s qualification relevant work experience in a supervisory position of a reputable statistical/research institution.

COMPETENCIES AND SKILLS

  • Understanding of machine learning, operational research and experience in data mining Knowledge in STATA, R, SQL and Python, familiarity with Scala, Java or C++.
  • Experience using business intelligence tools (eg. Tableau) and data frameworks (e.g. Hadoop).
  • Ability to lead and communicate clearly and concisely with a range of technical and non-technical parties in a variety of formats.
  • Skills in project management and ability to meet deadlines
