Applications are invited from suitably qualified candidates of Malawi origin to fill the vacant position of Chief Executive Officer at the National Council for Higher Education (NCHE) tenable in Lilongwe
The Organisation
National Council for Higher Education was established by the NCHE Act, No. 15 of 2011 with, among others, the following mandates:

  • to promote and coordinate higher education institutions;
  • to register and de-register higher education institutions;
  • to harmonize selection of students to all public universities;
  • to regulate, determine and maintain standards of teaching, examinations, academic qualifications and academic facilities;
  • to develop a national qualification framework which is compatible with regional and international standards;
  • to determine minimum criteria and procedures for registration and de-registration of higher education institutions;
  • to accredit both public and private higher education institutions; and
  • to design and recommend to the Minister institutional quality assurance standards for the establishment, standardization and accreditation of higher education institutions including standards of teaching and learning; infrastructure, physical plant and equipment; the development of curricula; libraries and learning resource centres; safety of teaching and learning facilities, and student transfer between programmes and higher education institutions.

General Description of the Job
The Chief Executive Officer (CEO) will be responsible to the Council for the efficient management and administration of the National Council for Higher Education.  He/she shall lead in the development of strategies to enhance the operational efficiency of the NCHE.  He/she shall lead a multi-disciplinary team of experts in developing high quality strategies and plans to ensure their alignment with short-term and long-term objectives of the NCHE.
Duties and Responsibilities
The Chief Executive Officer’s key duties and responsibilities shall include, but not limited to, the following:

  • Servicing the Council;
  • Promoting the interests of the Council;
  • Directing, monitoring and controlling the activities of the NCHE Secretariat;
  • Ensuring that NCHE’s resources are utilized with utmost prudence and properly;
  • Developing and implementing short, medium and long term plans for the NCHE;
  • Ensuring that the Council is kept informed of all the activities of the NCHE Secretariat;
  • Representing the Council at various fora and meetings both at national and international level;
  • Coordinating with both public and private higher education institutions on matters of common interest;
  • Managing and directing the day-to-day activities of the NCHE and being accountable to the Council on the same;
  • Making sure an efficient and effective financial accounting and management systems, including work procedures and financial controls are implemented and maintained;
  • Ensuring timely preparation of budgets in line with the Malaŵi Government policy and seeing to it that the human resources needs are met;
  • Advising Government, through the Council, on the implementation of higher education policies and programmes;
  • Ensuring the implementation of the Council’s decisions and creating an enabling environment for the Council’s governance functions;
  • Performing any other duties as assigned by the Council from time to time.

Qualifications, Experience and other Attributes
Applicants should;

  • Have a Doctorate degree from a recognized university;
  • Be highly motivated, mature, self-starter and result oriented;
  • Have demonstrated competences in development of strategic plans;
  • Have high level of organizational management and administrative skills;
  • Have good interpersonal, leadership negotiating and conflict resolution skills;
  • Have demonstrable knowledge of information and communication technology;
  • Have in-depth knowledge, experience and understanding of academic work in higher education institutions;
  • Have extensive demonstrable experience in issues of accreditation, quality assurance and general oversight of higher education institutions;
  • Be able to design and implement curricula and management systems and business plans;
  • Be able to relate well with the public as well as senior government and development partner officials; be a team worker and builder; be dynamic, innovative and highly motivated; and have financial discipline; and
  • Have at least ten (10) years of teaching experience in recognized universities.  Furthermore, the applicant must have held positions of Dean of Faculty or Senator or Principal of a college or other equivalent positions.

Appointment and Remuneration
The successful candidate shall be offered the position as a negotiable performance related contract for a period of three (3) years.  He/she shall be offered an attractive salary and benefits commensurate with seniority of the position and his/her qualifications.
