Job Purpose
This assignment requires the overseeing and management, together with PRO-R, of the East, Central, and Southern Africa portfolio of activities of the 3PA adaptation project and related capacity transfer to Universities/institutions. It will include the contribution to and/or direct management of the 3PA adaptation programme in the COs participating in the project and contributing to policy formulation and provision of technical advice at CO, RB, and HQ levels for strategy development in 3PA. The incumbent is expected to operate with considerable independence in this speciality, strengthen existing or establish new partnerships in 3PA between COs and their national Universities/institutions, design and manage 3PA adaptation efforts that effectively inform resilience programming to meet food assistance needs, provide technical advice and oversight on programme strategy and implementation to COs and their partner, and establish and manage teams of University staff and graduates in support of the project.

Duties And Responsibilities

KEY ACCOUNTABILITIES (not all-inclusive)
Contribute to the formulation of a WFP-wide organizational strategy on capacity strengthening of governments and their national Universities/research institutions in 3PA and translating this into practical national strategies tailored to individual country realities and needs; and develop guidance on how to use the 3PA instruments for programme design, and to strengthen coordination of implementing multi-sectorial programmes between WFP, governments, and partners, ensuring a strong connection between national, sub-national, and local context’s and operations.

Provide advice and support, both remotely and through missions, to COs on developing and implementing these national strategies to transfer capacities to governments and their Universities/institutions on how to implement and use 3PA, whilst ensuring this is consistent with broader WFP strategies and guidance.

Provide technical advice and mobilize technical expertise to CO’s and Universities/institutions to support their own 3PA strategy development, which would include longer-term capacity building and training plans, assessment and analysis, implementation and utilization, curriculum development, monitoring, evaluation and quality assurance of the 3PA products, and where required adaptation of the 3PA to local contexts in support of local and national level development plans and strategies to support government efforts to reduce food insecurity and disaster risk.

Through the use of the 3PA instruments, assist government counterparts and other partners at national and sub-national levels, in identifying where food assistance and complementary measures can be usefully employed; and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of these programmes at national and sub-national levels.

Establish and maintain operational partnerships with Universities/institutions, including identifying opportunities for further collaborative work between them through South-South cooperation, and to improve the application and use of the 3PA tools.

Qualifications And Experience

STANDARD MINIMUM QUALIFICATIONS
Education:

Advanced University degree in International Affairs, Economics, urban and rural planning, social sciences, agriculture, environmental sciences, agricultural insurance,project management and disaster risk management , Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language:

Excellent knowledge of English (proficiency/level C), working knowledge of French is desirable.

Desired Experiences for this role
At least 5 years of experience in implementing, training, and using 3PA for the design and implementation of multi-sectorial and complementary food assistance and livelihood programmes;

Experience in working with/across various programming aspects (emergency, livelihoods and resilience, nutrition, assessment and analysis, amongst others)

Has led 3PA teams for programming, and managing CO 3PA portfolio’s (desirable)

Demonstrated experience in working with and developing partnerships with Universities, NGOs, UN, and government authorities in areas relevant to livelihood programming;

Has engaged in policy discussions and provided input into policy decisions, and on the 3PA desirable

Have Training and/or experience utilizing computers, including word processing, spreadsheet, project management and other standard WFP software packages and systems
