College of Medicine- African Center of Excellence for Public Health and Herbal Medicine (ACEPHEM)
REPORTING TO: CENTER DIRECTOR
1.MAIN PURPOSE OF ROLE

  • The role is responsible for leading and managing the whole spectrum of ACEPHEM programmes and activities through student recruitment, curriculum delivery, following up on disbursement-linked indicators (DLIs) and engagement with multiple internal and external stakeholders.
  • Reporting to the Center Director, the role will also advise the Programme Management Team on exceptional risks and issues, ensuring key information including benefits data is collated, tracked, measured and reported to the appropriate stakeholders at key times.

2.KEY RESPONSIBILITIES

  • Develop a clear understanding of ACEPHEM strategic objectives and how these correlate and translate into Business Change requirements and the overall change plan
  • Scope, plan and manage the delivery of the assigned change programme
  • Develop, implement and maintain a set of programme products (documents such as Project Design Document (PDD) and plan, communications and quality assurance strategies and communications plans and supporting management systems) needed to achieve successful implementation
  • Keep the Center Director and major stakeholders sighted on key risks, issues and decisions – escalating where appropriate
  • Work with the Center Director to ensure the programme secures effective engagement at all levels
  • Supervise and support Junior Programme team members(M& E officer and Programme Support staff)
  • Develop and maintain an expert working knowledge of the programme and therefore be a point of reference, information and expertise
  • Develop and maintain key management information ensuring the Center Director and others are fully briefed on status and risks and issues
  • Responsible for directing and leading initiatives and supporting work streams that supports the delivery of the programme ensuring control systems are established to map progress
  • Pro-actively manage the quality and performance of the programme and its products thereby ensuring supporting work-streams are delivered
  • Manage the programme budget and other resources where designated/appropriate to do so

  • Possesses a high degree of accuracy and attention to detail

Essential

  • Managing large-scale/complex enterprise wide business transformation programmes
  • Managing large-scale/complex programmes and projects
  • Managing multiple work-streams
  • Proactive change management and deliver of service change
  • Managing multi-skilled teams operating in a matrix management environment
  • Managing multiple stakeholders
  • Programme and Change Management methodologies, techniques and tools
  • A minimum of a four year Bachelor’s degree in Business Administration/Management, Human Resources or related areas

Desirable

  • Experience of managing programmes and projects within a public sector environment
  • Experiences with World Bank Funding

Skills
Essential

  • Programme and /Project Management (scoping, planning and execution)
  • Understanding of the issues surrounding delivery of business transformation programmes and projects.
  • Proven experience of problem solving and analytical skills
  • Risk and Issue management
  • Ability to prioritise and manage conflicts (people and tasks)
  • Networking, engagement, persuasion, influencing and communications skills
  • Written, oral and presentations skills
  • Ability to show tact and diplomacy managing sensitive issues in a discreet manner
  • Proven commercial acumen i.e. Value for Money (VFM), Return on Investment (ROI)
  • Strategically aware with the ability to see the ‘bigger picture’ but able to translate and describe in detailed plan form
  • Proven leadership and people management skills.
  • Ability to build effective collaborative relationships with a wide range of professionals within and outside the College of Medicine
  • Ability to lead multi-disciplinary and multi-agency groups to achieve the optimum outcome for all parties.
  • Ability to set plans at a strategic level incorporating aggressive timescales and manage to successful completion
  • Coaching and mentoring skills.
  • Ability to understand the strategic aims and objectives of the organisation and be able to work at a strategic level with senior members of staff
  • Strong numerical and verbal critical reasoning ability in order to think strategically, logically and clearly, and to take rational decisions and decisive action under pressure
  • Ability to analyse both qualitative and quantitative information
  • Ability to identify the wider implications of any change and the inter-dependencies between different initiatives

  • The post will have line management responsibility for a team of subordinates and Programme Support staff and will use Matrix management
  • The post holder will be a member of ACEPHEM Management Team
